The paper has three hypothesis; he first is that the default scenario for any regulated, former monopoly, industry will be one that gravitated towards regulation capture. The second hypothesis is that regulatory capture was always more likely in India due to the environmental conditions and lower level of technological resources. The third hypothesis is that the competitive structure in India has increased the likelihood regulatory capture.
