After the tragedy in Littleton, Colorado, the President of the National Rifle Association, Charlton Heston, said, "we cannot let tragedy lay waste to the most rare and hard-won human right in history." There are those historians who have traditionally felt that "freedom of speech," has been our most liberating cause. Certainly that is the phrase, which allowed President Heston to make such claims. Yet in spite of such national "soul searching," according to Woellert (1999), the NRA remains "one of the nation's most resilient lobbies," but unfortunately is representing its membership less and less.
