However, when the country's populace not only condemns the reason(s) why the nation went to and remains at war but also distrusts the intent of its own leader, working toward drawing those same individuals into the war effort is a losing proposition. American citizens represent the second scenario where the current war on terrorism is concerned, with public participation at every level a scant percentage of what it is in other countries fighting the same war.
